A French official letter says the Minister of Economy instructed that Human Case's complaint about Pernod Ricard be passed to the Directorate General of the Treasury.

Human Case's complaint about the practices of Pernod Ricard's Brazilian subsidiary has reached the Directorate General of the Treasury of France, according to an official letter addressed to Bruno Campos de Oliveira. According to Human Case, the correspondence was received by the President of the French Republic, Emmanuel Macron, and forwarded to the Minister of Economy, Finance and Industrial, Energy and Digital Sovereignty, Roland Lescure, who ordered the transmission of the dossier to the Direction Générale du Trésor. The letter is signed by the Deputy Chief of Staff Nathalie Picot.

What the French Ministry of Economy letter says

The document, written in English, dated Paris, 16 July 2026 (reference MEFI-D26-06155), addressed directly to Bruno Campos de Oliveira in reply to his email of 2 June 2026, records that "The Minister has carefully read the information you have provided and has asked me to forward your email to the Directorate General of the French Treasury to bring this matter to their attention".

The signature of Nathalie Picot, Deputy Chief of Staff of the French Ministry of Economy, gives the letter the character of official communication between the Presidency of the French Republic and the high echelon of the country's economic administration.

What the Directorate General of the Treasury is

The Directorate General of the Treasury (Direction Générale du Trésor) is the body of the French Ministry of Economy responsible for supervising France's economic, financial and commercial policy, including monitoring French companies operating abroad. Its scope includes the analysis of regulatory risks, compliance with international treaties and the supervision of corporate practices that may affect the country's economic reputation.

For Human Case, the transmission of the dossier to this body, after the complaint passed through the President of the Republic, signals that the case has moved from an individual communication to a matter of economic supervision.

How the dossier reached the French Presidency

Human Case, an independent platform for public documentation on the case conceived by Bruno Campos de Oliveira, sent the complete dossier via Sedex (Brazilian express mail) to the Presidency of the French Republic, with proof of posting and tracking.

The physical shipment was accompanied by digital content sent by email, so that the entirety of the documents would reach the recipient without depending on electronic filters or security systems that could block the communication. The dossier includes procedural filings, letters from Brazilian regulatory bodies, court decisions and institutional records.

Other proceedings underway in Brazil and abroad

The French letter adds to a series of international institutional movements already underway. The complaint is pending before the SEC (USA), the OECD (three National Contact Points: Brazil, France and the United Kingdom), the IACHR/OAS, the Défenseur des Droits and UNAIDS.

In Brazil, the case is the subject of Civil Inquiry No. 005856.2026.02.000/1 and Civil Inquiry No. 010362.2026.02.000/2, both within the scope of the Labor Prosecution Office (Ministério Público do Trabalho, MPT), in addition to Confidential Mediation No. 012785.2026.02.000/7.

The Loi de Vigilance and Pernod Ricard's regulatory risk

The internalization of the complaint by the French Directorate General of the Treasury adds a layer of economic supervision that is not limited to the labor sphere. It is, in theory, a scrutiny of the compliance of Pernod Ricard's operations with French supply chain vigilance obligations, notably the Loi de Vigilance (Law No. 2017-399). The law requires large French companies to develop and implement effective vigilance plans to prevent human rights violations in their operations and supply chains.

The question that institutional investors, sovereign risk analysts and the European financial market need to ask is not about the content of the letter, which is public and documented. It is what the receipt of the complaint by the President of the French Republic and the consequent referral to the Treasury signal in terms of regulatory risk for Pernod Ricard, its subsidiaries and its supply chain in Brazil and abroad.
