How the FCA handles communications about a company listed in London

The Financial Conduct Authority receives reports about companies listed in the UK but, as a rule, does not report on progress. A complete guide: remit, channels, what the FCA does with a communication, good practices and the PageGroup case.

The Financial Conduct Authority (FCA) is the UK's financial authority. It supervises authorized firms and companies whose shares are traded in London, such as PageGroup, the parent of Michael Page International, Page Personnel and Page Interim. Anyone bringing information to the FCA needs to know what to expect: the FCA receives, records and assesses, but, as a rule, gives no individual feedback. This guide explains the FCA's remit, the channels, what it does with a communication and how to organize a report.

1. Direct answer

The FCA receives communications from anyone about firms under its supervision, through intelligence, whistleblowing and enquiry channels. Each communication receives a case number. The FCA confirms receipt and does not usually report on progress or on the existence of inquiries, which applies to any whistleblower.

2. Basis and remit

  • Financial Services and Markets Act 2000 (FSMA): the basis of the FCA's supervision and of its investigation and sanction powers.
  • Listing and transparency rules (Listing Rules, Disclosure Guidance and Transparency Rules): require listed companies to disclose relevant information to the market.
  • UK market abuse regulation (UK MAR): deals with inside information and disclosure.
  • Whistleblowing channel: the FCA receives reports from people inside and outside firms.

The FCA does not resolve individual labor disputes and is not a substitute for courts. Its focus is market integrity, the conduct of supervised firms and disclosure to investors.

3. The channels, compared

  • Intelligence: Purpose = information on conduct and risks; Who uses it = anyone
  • Whistleblowing: Purpose = reports of irregularities in regulated firms; Who uses it = people inside and outside
  • Enquiries: Purpose = general questions and complaints; Who uses it = consumers and the public

Sending the communication to the right channel increases the chance that it reaches the competent team. Messages to generic addresses may receive a standard reply, without triage.

4. What the FCA does with a communication

  1. Registers it and assigns a case number.
  2. Triages: assesses whether the subject is within its remit and whether there is a relevant indication.
  3. May refer it to another authority, where appropriate.
  4. May open an inquiry, without telling the author of the communication.
  5. Replies in a standard form to the sender, confirming registration.

The absence of feedback does not indicate rejection or closure. It is the practice.

5. How to organize a report

  • Identify the supervised firm and the fact relevant to the market or to conduct.
  • Present a timeline with dates and documents.
  • Separate facts from interpretations.
  • State other authorities already informed (for example, MPT, NCP, AMF).
  • Send supplements when there are new facts, citing the case number.
  • Keep the replies and case numbers.
  • Write in English, or attach an English summary of Portuguese documents.

6. Why PageGroup matters to the FCA and the British market

PageGroup is listed in London and controls companies providing recruitment and temporary-work services in several countries. For investors, the question is whether labor, reputational and compliance risks are reflected in the disclosures. In addition, according to the dossier, the group holds 48 active contracts with UK public-sector bodies, which makes corporate conduct relevant also to those who contract with the public sector.

7. In the PageGroup, Michael Page and Page Interim case

Between 21/04 and 06/08/2026, the claimant sent seven communications to the FCA about PageGroup, parent of Michael Page International, Page Personnel and Page Interim. The main case is no. 212241170, and the FCA's replies were standard texts confirming registration. The FCA registered the supplement of 15/07/2026 and a new supplement on 04/08/2026.

In parallel, on 14/04/2026, the claimant updated the case with the French and UK NCPs, and on 10/07/2026 the Brazilian NCP, which had accepted the complaint formalized in the format required by the body, notified the contact points of the two countries. On how the NCP works, see the post OECD NCP: what happens when the company does not respond.

The Brazilian basis of the facts is the claimant's temporary hiring by Page Interim, from 19/02 to 03/04/2025, to work at Pernod Ricard Brasil, and the proceedings at the MPT (Civil Inquiry no. 005856.2026.02.000/1), the TRT-2 (case no. 1000293-10.2026.5.02.0050) and other bodies.

8. Points of attention

  • The FCA may have more than one number for the same subject; keep them all.
  • The absence of feedback does not indicate rejection or closure.
  • Messages to generic addresses may not reach the correct channel.
  • Documents in Portuguese should come with a translation or English summary.
  • The FCA does not replace the labor courts or the Public Prosecutor's Office.

9. Frequently asked questions

Does the FCA investigate temporary work? That is not its function. It is interested in disclosure, governance and the conduct of firms under its supervision.

Can I report anonymously? The whistleblowing channels accept confidential reports.

Does the FCA reply about progress? As a rule, it only confirms registration.

Do I need a lawyer in the UK? Not to send a communication. For whistleblowing strategies with specific protection, local advice is advisable.

Practical cases and advanced questions

Hypothetical example 1: first contact. A person sends the FCA a short message, with no documents, describing a concern. The FCA registers it and replies with a standard text. A second submission, with a timeline and attachments, adds elements that allow triage.

Hypothetical example 2: supplement. After the first report, a new fact arises, such as a public body's decision. The supplement should cite the case number, summarize the new fact in a few lines and attach the document.

Hypothetical example 3: duplicate numbers. The FCA assigns different numbers to submissions made through different channels. The sender should keep a spreadsheet with date, channel, number and reply, to make follow-up easier.

Question: does the FCA investigate a company because of a report? It may open an inquiry, but does not usually say so. The report is one of several sources of information.

Question: does the FCA protect those who report? The whistleblowing channels preserve the confidentiality of identity, within legal limits. Legal protection against employment retaliation follows its own UK employment law rules.

Question: what can the FCA do with a listed company? It can require information, order disclosures to be corrected, impose fines and restrict activities of authorized firms.

Question: is it worth sending supplements? It is, when there is a new, documented fact. Repeating the same content with nothing new tends to be recorded with no additional effect.
